Auto-expand client notes in client's details

Each of our clients has very specific needs and boundaries and the only space for these day-to-day directive notes is in the "Client Notes" section or in the "Other Notes on Housing". The issue is 90% of our staff use their phones exclusively and trying to scroll through several paragraphs of student directives on your phone is troublesome when the text box is super small.
