Allow double booking by provider only

Allow providers to double book appointments but don't allow clients to double book on the client portal.

      Allow creation of non-client/non-service events by user, even if they have "don't allow multiple bookings in same time slot" selected. I need to be able to make notes about blocks of time where a client may have scheduled that are viewable on the calendar.
