Don't update close date when closing a reopened case

If I have to reopen a case to view progress notes or print documentation for an audit, when I reclose the case it updates the close date. Allow me to keep the original close date when reclosing the case.

The current payment processing method requires Mac users to disable Cross-Site Tracking and Block All Cookies, but I don't want to change these settings.
