Allow contact to still access secure messaging if archived

If a client is archived but the client is a contact of another client, allow them to still access secure messaging for their contacts.

    When a client (parent) is added as a Contact Network for another client (their child), the client (parent) can no longer access the client portal for their child's account once their own client (parent) account is archived. Therefore, once client (parent) is archived, the only way for parent to have access to the client portal for their child's account is to "Add Contact" to child's account and select "New Member" and create a new Contact account for parent. If we have to create a new Contact for parent as Contact only and not associated with her archived Client account, parent will not be able to view any prior secure messages. Additionally, we will receive an error in the system that the Client "is duplicated including birth date." This error shouldn't matter as long as the Client is archived, but is rather annoying to see if the Client is unarchived. Please enhance the client portal where all features (forms, insurance & billing, appointments, and calendar) except "Inbox" are grayed out if an archived Client is also in the Contact Network for active Clients. And within the Compose box for messaging only the active clients are listed as options in the "Client" field.

    When a person on a client contact network becomes a client and then is archived, they can no longer access the portal messaging.
