View deactivated staff name under assigned staff in client list

We would like the ability to see who the client saw, even when the staff has been deactivated. For example: if a client decides to return, we can't tell from the archived client list which staff previously saw the client.

    In addition, when we deactivate a staff, the prog notes previously signed by them drop their name. This created problems for a recent audit we just went through. There was no staff listed on the progress notes since the staff was deactivated.

    We should also be able to remove a provider from the assigned staff to take them off of the provider's caseload, but we need to keep their name on the progress notes. I believe it currently will remove their name if removed from the staff.

    Deactivated staff's names should still show up on clients' accounts, invoices, reports, etc. Deactivating staff should not delete their name from anything or prevent their name from being included in reports (ex. write-off report, payroll report). A provider may leave a practice but still have billing coming in or we may need to pull reports from previous months and without the deactivated provider being included, the reports won't be accurate and match our bank records.
